Changes in England & Wales Waste Regulations 2024/25
What is happening/ has happened?
In Wales on 6th April 2024, the Welsh Government introduced new recycling and waste regulations called the Welsh Waste Consistency (WWC). All workplaces in Wales must now separate key recyclable materials in the same way that households do. The regulations apply to all businesses, charities, and public sector organizations operating in Wales and they must separate their waste into the following five waste streams.
- Food
- Glass
- Dry Mixed Recycling (DMR) Metals, plastic and cartons
- General (Unrecyclable) Waste
- Paper and card
In England on 31st March 2025, the new Labour Government are introducing new recycling and waste regulations called Simpler Recycling England. All workplaces in England with ten employees and above must now separate key recyclable materials into the following four waste streams.
- Food
- Glass
- Dry Mixed Recycling (DMR) - Metals, plastic, cartons, paper and card
- General (Unrecyclable) Waste
What is the reason for the new regulations?
Both Governments have challenging targets to increase waste recyclability to help support a reduction in landfill and incinerated waste and improve their carbon footprints. Parkdean Resorts is also committed to reducing general waste by improving recycling rates in line with the above legislation. Please use the correct bins as described below.
Which parks does this effect?
The WWC affects all five Parkdean Resorts holiday parks in Wales: The locations are Brynowen, Carmarthen Bay, Pendine Sands, Trecco Bay and Ty Mawr Holiday Parks.
Simpler Recycling England affects all Parkdean Resorts fifty-three English holiday parks.
Our eight Scottish Parks are not affected currently, but a future Scottish Government is likely to introduce something like the two schemes above. At these parks we still have facilities for you to recycle DMR and Paper/ Card, there are also General Waste disposal facilities.
How will this affect me if I am a guest or owner at one of these parks?
You will see new individually labelled bins for the different waste streams in the bin bays and in the complex areas on park. You will now need to segregate your waste into the separate bins as described above in Wales and England. Guests will be given two bags on check in at the park (one black for General Waste and one clear bag for food waste). DMR and Paper/card can be disposed of in the correct bin without a bag. If you are an owner, the park team will be able to explain this to you.
How do I know where I can find the right bin for my waste and recycling?
In Wales, please refer to the park maps which identify where each type of bin is located.
In England, the bin bays are marked clearly. The park maps show the location of bin bays but the types of bins will be added when new maps are printed.

What goes in the Food Waste bin?
Food, plate scrapings, tea bags and peelings can go in the bin. If the waste contains any material that is not food, it cannot be recycled and will be treated as general waste.
Items not allowed in the bin include used paper towels, paper plates and cutlery, empty food containers, packaging, large bones and oils.
What goes in the Glass bin?
Clean glass bottles (any colour) and clean glass jars (any colour) can go in the bin. Please make sure all are empty and clean. If the recycling waste is contaminated by food and drink it cannot be recycled.
Items not allowed in the bin include crockery, metals (including bottle and jar lids), mirrors and lightbulbs.
What goes in the Dry Mixed Recycling (DMR) bin?
Clean plastic bottles and lids, rigid plastic food containers, disposable plastic cups and lids, food and drinks tin cans, aluminium food trays and cartons. For example, the following items can be recycled in this bin: clean milk bottles, sauce bottles, shampoo bottles, margarine tubs, yoghurt pots, fruit trays, non-black food and meat trays, fruit juice cartons, rigid paper containers e.g. Pringles tubes. Please make sure to safely squash metal and plastic items if possible. Empty and clean all cans, bottles and food containers. If the recycling waste is contaminated by food and drink it cannot be recycled.
Items not allowed in the bin include black plastic food and meat trays, plastic carrier bags, sweet/biscuit/crisp packets, bubble wrap/polystyrene, rigid hard plastics (e.g. toys, plant pots), plastic/metal coffee pods and paint cans/gas canisters.
What goes in the Paper and Cardboard bin?
Paper, envelopes, cardboard packaging, paperback books, newspapers, magazines, catalogues, and egg boxes are allowed in the bin. Please make sure all material is dry and uncontaminated. If the recycling waste is wet or contaminated with oils, foods etc, it cannot be recycled.
Please do not put the following items in the bin: tissues, paper towels, kitchen roll, till receipts, metallised cartons, rigid paper containers (e.g. “Pringles” tubes) and laminated paper cups.
What goes in the General Waste bin?
Everything that cannot be recycled as described above. Please put contaminated/ soiled containers, tissues, paper towels, kitchen roll, till receipts, laminated paper cups, used paper plates, disposable cutlery, large bones and oils. Also black plastic food and meat trays, plastic carrier bags, sweet/biscuit/crisp packets, bubble wrap/polystyrene, rigid hard plastics (e.g. toys, plant pots), plastic/metal coffee pods and paint cans/gas canisters can go in.
